1046.22   METER ERRORS AND TESTS.
   (a)   Adjustment of Error. The customer shall accept, as a standard of measurement, the meter or meters installed by the Borough. Should the meter or meters become defective or fail to register correctly, the amount of energy used shall be determined by a test of the meter or meters, by the registration of a meter or meters replacing the defective meter or meters during the period next following or by the amount of energy used during a corresponding period of the preceding year. In the event it is ascertained that the meter is registering at a rate of one percent or more faster than normal, then the customer shall receive a credit adjustment based upon the customer's (or his or her predecessor's) kilowatt hour consumption during the twelve-month period preceding the testing of the meter.
   (b)   Meter Tests. The Borough, at its own expense, will make periodic tests and inspections of its meters in order to maintain them at a high standard or accuracy, but the Borough reserves the right to make a charge, at a rate as from time to time shall be determined by Council, for any additional tests or inspections made at the request of the customer, provided that such test finds the meter to be correct within prescribed tolerances of accuracy.
