1046.21   BOROUGH'S METERING EQUIPMENT.
   (a)   Right to Remove Borough Equipment. All meters, transformers and other equipment supplied by the Borough shall remain its exclusive property. The Borough shall have the right to remove all its property from the premises of a customer at any time after the termination of service, whatever may have been the reason for such termination.
   (b)   Interference With Borough Property.
      (1)   No person shall intentionally damage or break equipment used and serviced by the Electric Department.
      (2)   No person shall in any way obtain electric power by bypassing or circumventing registration equipment or cause any other person to bypass or circumvent registration equipment.
      (3)   No unauthorized person shall break the seal or open any item of registration equipment or cause any other unauthorized person to break the seal or open any item of registration equipment.
      (4)   No person shall knowingly obtain or make use of electrical power supplied by the Electric Department after service to that person's residence, business establishment, storeroom or other building owned or occupied by that person has been terminated by the Electric Department.
      (5)   No distribution circuits, telephone or signal wires or other equipment belonging to the customer shall be attached to the Borough's poles, except under special arrangements with the Borough, requiring an agreement in writing.
      (6)   The payment of any penalty imposed under Section 1046.99 shall not prevent the Borough from collecting from persons found guilty of violating any provision of this section such sums as may be due to the Borough for electric current used and consumed by the persons so offending, as well as the replacement cost of any equipment or registration equipment damaged or broken by the person so offending.
   (c)   Reverse Registration. The Borough may, by a ratchet or other device, control its meter so as to prevent reverse registration.
   (d)   Special Metering Requirements. When, in the interests of public safety, it is necessary to provide a separate service for exit lighting or other emergency purposes in theaters, hospitals, hotels, etc., all such meter readings will be combined for billing purposes.
   (e)   Graphic Meters. In all cases where the character of service rendered requires graphic meters, the customer shall, when requested by the Borough, provide attendants to care and change, as required, the Borough's meter charts.
