(a) New customers shall, when required, make a deposit in full at the time of their application for service.
(b) The due date for payment of a deposit required upon the reconnection of service shall not be less than ninety days from the date of the ratepayer's notification of the amount due. The ratepayer may elect to pay any required deposit in three installments, with one-third payable immediately upon the determination by the Borough that the deposit is required, one-third payable within sixty days from the date of notification of the required deposit, and the balance due within ninety days of the date of notification of the required deposit.
