1046.04   DEPOSITS GENERALLY.
   (a)   Deposit Not Required. A deposit shall not be required from an applicant taking electric service if such applicant has been a recipient of service of a similar type within a period of twenty-four consecutive months preceding the date of the application, has been primarily responsible for such service and has not been delinquent in any of the twenty-four months.
   (b)   Deposit to Re-establish Credit. The Borough shall require an existing rate payer to post a deposit to re-establish credit when the rate payer has been delinquent in the payment of any two consecutive bills.
   (c)   New Deposit and Reconnection Fee Following Termination for Delinquency. The Borough shall require a new deposit plus a reconnection fee following any termination for delinquency. The reconnection fee shall be established from time to time by resolution of Council.
   (d)   Deposit Upon Noncompliance With Arrangement Agreement. The Borough shall require a deposit, whether or not service has been terminated, when a rate payer fails to comply with any material term or condition of an arrangement agreement.
