1046.03 PAYMENT OF OUTSTANDING BALANCES REQUIRED.

The Borough shall require, as a condition to furnishing service to an applicant, the payment of any outstanding balance owed to the Borough in the applicant's name or for any outstanding account for which the applicant is determined to be legally responsible.
