If an owner neglects or refuses to connect any property with the sewer, as required by Section 1040.01, the connection may be made by the Borough, either by its own employees or by contract entered into for the purpose, and payment of the cost of the work, with an additional amount of ten percent, may be enforced by action in assumpsit or by filing a Municipal claim against the property.
