(a) The width of every sidewalk shall be fixed by Council at the time that a sidewalk is ordered constructed, reconstructed or repaired by Council. Council shall have the authority to require either that the entire width of the sidewalk be paved or that a grassplot of the width specified by Council be left unpaved directly inside the curb line. In any case where a property owner obtains a permit under Section 1022.08 to construct, reconstruct or repair a sidewalk on his or her own initiative, the Manager or his or her designee, in issuing the permit, shall specify the width of that sidewalk.
(b) The Manager or his or her designee, in issuing a permit for a sidewalk, construction, repair or reconstruction, shall cause the width in all areas required by the Pennsylvania Department of Transportation to have a sidewalk width of five feet to be constructed. The width of all other sidewalks either constructed, reconstructed, or repaired, shall be the width established by the Manager or his or her designee when issuing a permit.
(c) The area of public right-of-way between the sidewalk and the curb may be used for a parking pad, planting of trees, grass and flowers. A parking pad shall be constructed in the same manner as a sidewalk and only after a permit has been issued by the Manager or his or her designee. No use of the area between the curb and the sidewalk shall obstruct the vision of traffic or interfere with pedestrian use of the sidewalk.
(d) All existing parking pads after inspection by the Manager or his or her designee are hereby approved providing they do not interfere with the safety of pedestrian traffic.
