No person shall violate of fail to comply with this chapter, neglect, fail or refuse to furnish correct and complete reports or to pay the license fees established pursuant to Section 840.06 or 840.09, at the time required, knowingly make any incomplete, false or fraudulent report, or attempt to do anything whatever to avoid the payment of the whole or any part of any license fee.
