Lines and/or markings shall be painted or placed upon the curb, sidewalk and/or roadway adjacent to each parking meter for the purpose of delineating the parking space for which the meter is to be used. Parking spaces shall be designed for parallel parking, except in special situations where it is practicable to establish diagonal or right angle parking in a space between the curb and the sidewalk. No person shall park a vehicle across any such line or marking bounding or delineating a parking space, or park any vehicle in such a position that that vehicle is not wholly within the parking space designated by such lines or markings.
