(a) The owner of a vehicle may make application to the Borough for a parking permit to allow that vehicle to be parked in a designated area specified as described in § 482.01. The application shall state the name and address of the applicant and the license number, make and model of the vehicle for which the parking permit is to be issued.
(b) Upon application for a parking permit, the applicant shall pay the monthly permit fee as set by Council from time to time. The fee shall be for each calendar month, beginning on the first day of the month.
(c) The parking permit shall be a card properly imprinted as follows: "Borough of Ellwood City Parking Permit", and shall contain the license number, make and model of the vehicle, and the period of time for which the permit was issued. The permit shall be placed so as to be visible through the front windshield of the vehicle. The parking permit shall not be transferable from one vehicle to another.
