274.04   OFFICERS; BYLAWS, RULES AND REGULATIONS.
   The Recreation Board shall appoint from its membership a Chairperson and such other officers as it may deem necessary, and may adopt bylaws, rules and regulations not inconsistent with laws of the Commonwealth.
