It shall be unlawful for the driver, or the person in charge, of any motor vehicle to permit more than three persons (including driver) to ride in the front, or driver’s seat of motor vehicle.

It shall be unlawful for any vehicle to stop on main traveled portion of any street within the town limits for the purpose of an occupant or operator of the vehicle speaking to or entering into conversation with the driver or occupant of any other vehicle.

CRUISING PROHIBITED
For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CRUISING. The unnecessary, repetitive driving of a motor vehicle in a continuous or circular pattern on the public streets or alleys in a manner so as to impede the normal flow of vehicular or pedestrian traffic; the driving of any motor vehicle past a traffic-control point three or more times within a two-hour period within any street or alley designated below as a “No Cruising” area; driving aimlessly through private parking lots within the town where the owner has posted a sign prohibiting that activity; or driving aimlessly in and out of the premises of a drive-in establishment without apparent intent of patronizing the establishment.
TRAFFIC-CONTROL POINT. Any point or points within a “No Cruising” area established by the acting police officer(s) on duty in the area.

The Police Chief or his or her designee is authorized and directed to cause signs to be posted at appropriate points within the “No Cruising” areas, which signs to designate the area as a “No Cruising” area and to provide the time period during which this chapter shall be enforced.

The streets or parts of streets set forth in Chapter 73, Schedule VI, are designated as “No Cruising Areas” within the town at any time between 6:00 p.m. on Fridays and 3:00 a.m. on Saturdays, between 6:00 p.m. on Saturdays and 3:00 a.m. on Sundays and between 6:00 p.m. on Sundays and 3:00 a.m. on Mondays; it being determined that cruising on the streets or parts of streets set out in Chapter 73, Schedule VI during the times herein prohibited results in traffic congestion, obstruction of public streets, limited access to shops, store, office and other public building activities; presents imminent danger to the public safety and welfare; and limits or impairs the ability of the Police Department, Fire Department and other emergency vehicles responding to emergency situations to reach the area in which an emergency exists.

It shall be unlawful for any person, firm or corporation to drive a motor vehicle in such manner as to constitute cruising on the streets or alleys listed in Chapter 73, Schedule VI during the time listed in § 71.57.
