§ 156.017 POWER TO DETERMINE CODE COMPLIANCE.
   (A)   The Plumbing Inspector is hereby authorized and directed to promptly determine if a new or replacement plumbing installation or part of a new or replacement plumbing installation complies with the rules adopted in § 156.003. The Plumbing Inspector shall have the power to order the correction of any plumbing found to be in violation of the rules adopted in § 156.003 and thereafter it shall be unlawful for any person or persons to use said plumbing until such plumbing work is reconstructed in accordance with the provisions of this chapter and with the rules adopted in § 156.003.
   (B)   The Plumbing Inspector shall immediately after such determination notify the plumber doing such work and/or the owner of the property that such work has been found to be in conflict with the provisions of this chapter, and state briefly the grounds of such determination and that such person or persons be ordered to make such corrections as may be required to bring said plumbing work into compliance with this chapter. Such notice shall be mailed to such person or persons or delivered in person in accordance with § 156.014.
   (C)   It shall be the burden of the property owners or Plumbing Contractor responsible for the plumbing work in question, to substantiate the age of the plumbing work in question. If such information substantiating the age of the plumbing work in question cannot be obtained, the most recently adopted plumbing code provisions will be presumed to apply.
   (D)   New plumbing connected to existing plumbing is required to be installed according to those rules and laws in force at the time of the installation of the new plumbing.
   (E)   Nothing in this section shall prevent the Plumbing Inspector from ordering the correction of unsanitary conditions.
   (F)   All persons shall have the right to appeal the Plumbing Inspector's rulings as to plumbing code compliance in accordance with § 156.056.
