(A) The Council fixed May 21, 1973, at 7:30 p.m. Eastern Standard Time as the date and time when the Council in the Council Chambers considered and determined to levy the tax, and the taxpayers of the city then and there had the right to be heard.
(B) The Council directs the Clerk of the city, after introduction of §§ 33.085 through 33.090 and before they are finally enacted, to give notice by publication in accordance with the provisions of Chapter 96, Acts of 1927, as amended, which notice shall set forth the text of §§ 33.085 through 33.090 including the proposed tax rate, the year or years for which it is to be levied, and its purpose.
