It is declared to be of indispensable public necessity to reestablish a cumulative building and sinking fund, hereinafter referred to as Cumulative Storm Sewer Fund, to provide funds to plan, construct, remodel, repair and extend storm sewers, and for relief sewers and drains in aid of the sanitary system and storm sewers of the city.
