7-2-5-3: RATES AND CHARGES FOR PROPERTY OUTSIDE VILLAGE:
   A.   Water Rates: The rates for water services to all property not within the village limits upon which any building has been or may hereafter be erected having a connection with any village water mains or pipes which presently exist or may hereafter be constructed shall pay a basic user rate in an amount equal to one and one-half (11/2) times the minimum rates established in subsection 7-2-5-1B of this chapter.
   B.   Sewer Rates:
      1.   Metered Users: The rates for sewer services to all property not within the village limits upon which any building has been or may hereafter be erected having a connection with the village sewer mains or pipes shall pay a user rate in an amount equal to one and one-half (11/2) times the minimum rates established in subsection 7-2-5-2A3 of this chapter.
      2.   Nonmetered Residential Users: All nonmetered residential users of the wastewater facilities shall pay an amount equal to one and one-half (11/2) times the estimated water usage of the user. The estimated usage shall be determined by calculating the average usage of metered users within the village. The average usage for residential users is eleven thousand five hundred forty four (11,544) gallons per month.
   C.   Connection Charges: All residential property for which a building permit may hereafter be issued which requires a new connection with any main or pipes which are or hereafter may be constructed and used in connection with the village water system shall pay a connection charge in the amount of two thousand dollars ($2,000.00) for a five-eighths inch (5/8") connection or two thousand four hundred dollars ($2,400.00) for a three-fourths inch (3/4") connection.
