An application for a license under this article shall be made in conformity with the general requirements of this Code relating to application for licenses. Such application shall specify the location of the vending machine to be licensed or the establishment at which tobacco products are to be sold over the counter. In all cases, the owner of the cigarette vending machine shall be the licensee and shall be responsible for paying the applicable fee.
