2-4-3: ORGANIZATION:
   A.   Officers; Procedures: Immediately following their appointment, the members of the Plan Commission shall meet, organize and elect officers as it may deem necessary (with the exception of the chairman as provided in Section 2-4-1 herein) and adopt and later change or alter, rules and regulations of organization and procedure consistent with Village ordinances and State laws.
   B.   Records: The Commission shall keep written records of its proceedings, which shall be open at all times to public inspection.
   C.   Annual Report: The Commission shall also file an annual report with the Mayor and Board of Trustees setting forth its transactions and recommendations.
