In order that adequate provisions be made for the preparation of a Comprehensive Village Plan for the guidance, direction and control of the growth and development of the Village and contiguous territory not more than one and one-half (11/2) miles beyond the corporate limits and not included in any Municipality, a Plan Commission is hereby created under authority of the statutes of the State of Illinois.
The Plan Commission shall consist of nine (9) members who shall be appointed by the Village Mayor by and with the consent of the Board of Trustees and who shall be residents of the Village. One of the nine (9) members shall be appointed by the Village Mayor by and with the consent of the Board of Trustees as chairman.
