2-6-1: DESIGNATED PURCHASING OFFICERS:
   A.   The Mayor may sign and approve individual purchases up to five thousand dollars ($5,000.00) with a monthly amount not to exceed twenty thousand dollars ($20,000.00). Individual purchases in excess of five thousand dollars ($5,000.00) require the signature and approval of the Mayor and the designated department liaison. The individual purchases in excess of five thousand dollars ($5,000.00) requiring two (2) signatures shall constitute amounts that fall within the twenty thousand dollars ($20,000.00) monthly limit.
   B.   The Chief of Police, the Fire Chief, the Public Works Authority Superintendent, and the Streets Superintendent may sign and approve individual purchases up to one thousand five hundred dollars ($1,500.00) with a total monthly amount not to exceed three thousand dollars ($3,000.00).
   C.   The City Clerk, the City Treasurer, and the Wastewater Assistant Director may sign and approve individual purchases up to one thousand dollars ($1,000.00) with a total monthly amount not to exceed two-thousand five hundred dollars ($2,500.00).
   D.   All remaining department heads may sign and approve individual purchases up to five hundred dollars ($500.00) with a total monthly amount not to exceed one-thousand dollars ($1,000.00).
   E.   The Chairman of the Elgin Economic Development Trust may sign and approve individual purchases up to five thousand dollars ($5,000.00).
   F.   A record of all purchases shall be kept in such form as prescribed by the State Auditor and Inspector in which shall be kept an exact account of each appropriation.
   G.   Available and sufficient funding in the user department's budgetary authority shall be the basis for all purchases. No purchases shall be made without such availability of funds, except upon written authorization from the Mayor, with designation of the available non-departmental funds to be used for said purchase.
   H.   City personnel shall not purchase supplies, materials, or equipment of any kind through the City of Elgin for personal use.
