There is hereby created a Budget and Finance Committee. The findings of this Committee and any resulting recommendations are advisory only and will not be construed in any way as binding. The Mayor shall prepare a budget annually and submit it to the Council. The Mayor shall be responsible for the administration of the budget after it goes into effect. Final decisions on the budget will be made by the City Council in accordance with provisions of the city ordinances, state and federal laws and any other applicable regulations.
