12-4-6: STREETS AND ALLEYS:
   A.   Improvement Required: The developer of any subdivision designed to be used for residential, commercial or other purposes shall lay out, grade and otherwise improve all streets that are designated on the approved plat or that directly serve the subdivision, in accordance with the standards and specifications of these and other applicable regulations.
   B.   Design And Layout: Streets shall conform in design and layout to the standards and principles contained in chapter 3, "Design Standards", of this title.
   C.   Access To Public Street: Every lot within a subdivision shall have access to a public street. (Private streets, where permitted, must comply with the improvements required of comparable public streets, in accordance with state law.)
   D.   Payment Of Portion Of Cost: Whenever a subdivision contains a street that requires a street facility that is more costly than is required to serve the future occupants of the subdivision, the subdivider shall be required to pay only the portion of the cost of the street that would equal the cost of an improvement required to serve only the subdivision, as determined by the planning commission and the city council.
   E.   Approval Of Construction Plans: Streets shall be designed, graded and improved to conform to the design and construction specifications and diagrams contained in this title. Construction plans for all street improvements shall be approved by the city council prior to final plat approval and filing.
   F.   Residential Estates Development: Due to reduced street standards for subdivisions zoned for "residential estates" development, a maximum of forty (40) acres should be served by one collector street. Where such collector streets will serve more than forty (40) acres, the planning commission may require higher quality street improvement standards be met by said collector street.
   G.   Alley Construction: In areas where alleys are required, they shall be constructed in accordance with those standards and requirements which may be established by the planning commission and the city council.

b.   Street widths shall be measured from inside of curb to inside of curb.
c.   Curbs shall conform to the typical curb sections illustrated on the last page of this section, and entitled "Curb Ends – Street Section W/Curb To Street Section W/Out Curb", or other typical curb section upon approval of the planning commission.
d.   Street shall slope from the centerline to curb at 1/4 inch fall per foot.
e.   Base shall vary in accordance with local conditions (including soil tests) and shall be approved by the local government engineer. Base rock shall be as per section 703.01 ("Aggregate For Aggregate Base Type A") of Oklahoma standard specifications for highway construction.

d.   Base shall vary in accordance with local conditions, including soil tests, and shall be approved by the local government engineer.
 
NOTES:
a.   This standard shall apply to alleys in residential areas where use of a gravel alley has been approved by the city council.
b.   Alley shall slope from the centerline to the outer edge at 1/4 inch fall per foot, or from outer edge inward, as shown on previous page specification drawing.
