All easements and areas dedicated to public use within the corporate limits of the city shall be submitted to the city council for acceptance. Outside of the corporate boundaries of the city, no easements or publicly dedicated areas shall be effectively dedicated to Comanche County until such easements or areas, as shown on the plat, have been submitted to, and reviewed and formally accepted by, the board of commissioners of Comanche County.
