11-1-2: PURPOSE:
This title and the districts herein established have been enacted in accordance with the Elgin comprehensive plan, for the purpose of promoting the health, safety and general welfare of the residents of the city. They have been designed to regulate and restrict the height, number of stories and size of buildings and other structures, the area of lot that may be covered, the size of the yards, courts and other open spaces, the density of population and the location and use of buildings, structures and land for business, residence and other purposes, in order to encourage the most appropriate uses of land, maintain and stabilize property values, reduce fire hazards, improve public safety, prevent undue concentrations of population, promote the preservation of identified historic structures and districts, lessen traffic congestion, provide adequate light and air, facilitate the adequate provision of public utilities and facilities, encourage redevelopment in existing neighborhoods and create a comprehensive and stable pattern of land uses throughout the city.
