The city council, by ordinance, may adopt by reference codes, ordinances and standards relating to building, plumbing, electrical installations and other matters which it has the power to regulate. Such a code, ordinance or standard so adopted need not be enrolled in this code; provided, that three (3) copies are filed and kept in the office of the city clerk-treasurer. (1991 Code § 1-190)
