8-1-7: KEEPING SERVICE PIPES IN GOOD REPAIR:
All customers using municipal utilities shall keep their service pipes and other apparatus in good repair and in proper operation, and shall not unnecessarily waste water nor contribute to unsanitary conditions. (1991 Code § 16-132)
