The operator of the municipal utility systems shall be the PWA. The PWA shall have the authority to establish such fees, charges and operational procedures and regulations as may be necessary for efficient operation of said systems, and to ensure continued operation of the multiple community services authority, or any other trust of which the city is a member, participant or beneficiary.
