1-1-4: ORDINANCE ADOPTION AND PUBLICATION:
   A.   Enacting Clause: The enacting clause of all ordinances passed by the city council shall be: "Be it Ordained by the Mayor and Council of the City of Elgin, Oklahoma", and of all ordinances proposed by the voters under their power of initiative, "Be it Ordained by the People of the City of Elgin, Oklahoma".
   B.   Reading And Vote On Proposed Ordinance: Every proposed ordinance shall be read and a vote of a majority of all the council members shall be required for its final passage, except that, when appealed in accordance with subsection 11-4-3F of this code, proposed ordinances that would change zoning regulations, restrictions or district boundaries must be approved by three-fifths (3/5) of the city council.
   C.   Publication: Every ordinance, except those excepted by state law, shall be published by title or in full, within fifteen (15) days after its passage, in a newspaper of general circulation within the city or county, or posted in ten (10) public places within the city.
   D.   Effective Date: Every ordinance, except an emergency ordinance, shall become effective thirty (30) days after its final passage, unless it specifies a later date.
   E.   Emergency Ordinance: An emergency ordinance is an ordinance which, in the judgment of the city council, is necessary for the immediate preservation of the peace, health or safety, and which should become effective prior to the time when a regular ordinance would become effective. Every such ordinance shall contain, as a part of its title, the words "and declaring an emergency" and, in a separate section (herein called the emergency section), shall declare the emergency. The city council shall vote on the emergency section separately and must adopt the emergency section by a vote of at least three-fourths (3/4) of all the members of said city council. An emergency ordinance shall take effect upon passage, unless it specifies a later date. (1991 Code § 1-189; amd. 2013 Code)
