4-1-4: COUNCIL DETERMINE AND DEFINE NUISANCES:
The city council has the power to determine what is, and what shall constitute, a nuisance within the corporate limits of the city and, for the protection of the public health, parks and water supply, outside of said corporate limits. (1991 Code § 12-3)
