The library board is an advisory board and shall advise and make recommendations to the Mayor and City Council concerning operations, policies, and procedures of the library. The board may be provided with any appropriate data or information they require. The library board is responsible for making recommendations concerning special areas of concern, including library policies and procedures, capital improvement programs, special library programs, book purchases, yearly budget, supplementary funds and grants, and library personnel.
