It shall be unlawful for any person willfully and knowingly to tamper with any flag placed on display by authority of the Town Council on the municipal building or immediately in front of the municipal building in that area known as the Town Square whereon rests the memorial monument to dead soldiers of the Confederate States of America by public acts of physical contact including, but not limited to, mutilation, defiling, defacing, trampling, burning or the unauthorized removal of the flag or flags from the staffs upon which they are displayed.
