(A) Excavations. It shall be unlawful for any person to dig any hole, ditch or excavation of any kind whatsoever on any street or sidewalk in the town without first securing a permit therefor from the Town Manager. Permits for any excavation shall not be issued unless and until the person desiring the permit demonstrates that signs of the type required by the Police Department are on hand and will be placed at or near the excavation in accordance with Police Department instructions.
(B) Sidewalk construction. No sidewalk of any description shall be constructed by any person without a written permit from the Town Manager.
