The Police Department shall consist of a Chief of Police and other officers and personnel as allowed in the personnel ordinance, position classification and pay plan. The City Council may authorize additional positions and personnel as they are needed by establishing positions according to provisions of the position classification plan. The Police Department shall also contain an auxiliary police division which shall be a volunteer organization, whose members serve with minimal compensation, composed of as many members as may from time to time be determined by the Chief of Police and approved by the City Manager as directed by the Personnel Ordinance. The Chief of Police shall serve as the head of the Police Department and shall be responsible for the administration of the Department.

The Police Department shall:
(A) Enforce all laws, ordinances and regulations of the city, the state and the United States;
(B) Preserve the peace and protect the property and safety of the citizens of the city;
(C) Arrest all persons violating any law, ordinance or regulation;
(D) Regulate the movement of vehicles and pedestrians and prevent unlawful gatherings which obstruct the free passage of the public streets, sidewalks, parks and other public places;
(E) Summon persons to assist with their duties as may be necessary;
(F) Respond to all fire alarms and assist firefighters in protecting life and property, maintaining order and regulating traffic;
(G) Perform all other lawful duties assigned by the City Council, the Chief of Police or other duly constituted authority.

All police officers shall wear uniforms as prescribed or furnished by the city and shall keep such uniforms in a neat and clean condition. If uniforms are furnished, all officers shall surrender their uniforms and equipment upon their separation from the police service.
