§ 9-222 NOTICE OF ACTION ON APPLICATION; APPEAL PROCEDURE.
   (A)   The City Manager shall act upon the application for a parade or special event permit as expeditiously as reasonably possible, and within 72 hours, notifying the applicant for a parade or special event permit in writing of his decision. The notice shall also inform the applicant of the appeal procedure available under subsection (B) and the conference available under § 9-221 for an alternative permit.
   (B)   Any person aggrieved shall have the right to appeal the denial of a parade or special event permit to the City Council and the City Council shall hear the appeal at its first regularly scheduled meeting after receipt of the appeal.
