Any customer who submits a check to the city for water, wastewater treatment, or garbage services which is returned due to the customer's account being closed or for insufficient funds in the account will be assessed an additional fee of twenty five dollars ($25.00) per each returned check. In the event city water services to that customer are terminated pursuant to section 7-2-4 or 7-3-6 of this title, all fees assessed for the return of checks issued under this section shall be paid to the city in addition to the fees as set forth in sections 7-1-1 and 7-1-2 of this chapter in order for such service to be reconnected.
