(a) Except as otherwise provided herein, all persons appointed to positions in the City service shall be permitted to reside anywhere within the State of Ohio.
(b) In order to ensure adequate response times to emergencies or disasters, certain employees shall be required to live within Preble County or a county adjacent to Preble and within the State of Ohio. The City Manager is authorized and directed to adopt administrative regulations for the implementation of the provisions of this section, including the designation of particular employees or employee classi?cations as provided in Ohio R.C. 9.481(B)(2)(b). The City Manager may grant a transitional period of not more than 180 days following appointment and may extend this period up to an additional 180 days if in his or her judgment addition time is required.
(c) Nothing herein shall be deemed to relieve an appointee from this requirement.
