121.13 SEVERABILITY; AMENDMENTS.
   (a)    In the event that any provision of these rules are held by a Court of competent jurisdiction to be unenforceable or in conflict with applicable law, such unenforceability or conflict shall not affect the other provisions of these rules that can be given effect without the unenforceable or conflicting provision. To this end, the provisions of these rules are declared severable.
   (b)    These rules may be amended or new rules adopted by a two-thirds vote of the Council.
   (c)    In the absence of any Rule herein upon the matter of any business, Council shall be governed by Robert's Rules of Order.
