1329.04 INSPECTIONS; ABATEMENT OF PUBLIC NUISANCES.
   (a)    Whenever the Building Official suspects the existence of a public nuisance in the City, he or she shall promptly cause to be inspected the premises on which the suspected public nuisance exists. If the Building Official finds that a public nuisance does exist, he or she shall promptly notify the Division of Fire. The Fire Chief shall cause to be inspected the premises on which the suspected public nuisance exists. Written reports of the inspection and of the findings of the Division and the Building Official with respect to the existence of the public nuisance shall be filed with the Building Official and the office of the City Manager.
   (b)    If both of the officers concur that a public nuisance exists, the Building Official shall cause photographs of such public nuisance to be made and shall file in his or her office the photographs and the written reports of the findings of the officers. The Building Official shall cause a written notice to be served on the owner stating that findings with respect to the existence of a public nuisance and stating that unless the owner causes the abatement of the public nuisance by rehabilitation or by removal of the building, structure or nuisance, the same will be abated by the City at the expense of the owner. Such abatement by the owner shall, upon the issuance of a rehabilitation building permit or a demolition permit, start within fifteen days after service of the notice and shall be complete within the time prescribed in Section 1329.06(c) or (d), or within such additional time as the Building Official may deem necessary to complete the abatement.
