1329.06 REPAIR PLANS AND SPECIFICATIONS; REHABILITATION AND DEMOLITION PERMITS.
   (a)    Upon being served notice of the existence of a public nuisance, the owner of the structure or premises involved may, within fifteen days after receipt of such notice, make application in writing or in person to the Building Official for a rehabilitation building permit to undertake the repairs or replacement of items found to constitute a public nuisance.
   (b)    Adequate plans and specifications, as required by the Building Official, covering the repairs or replacements, shall be furnished by the owner to the Building Official within fifteen days after receipt of such notice or within such additional time, not to exceed sixty days, as the Building Official may deem necessary to complete plans and specifications.
   (c)    The Building Official shall, upon approval of the plans and specifications, cause a rehabilitation building permit to be issued to the owner. The rehabilitation building permit shall be valid for ninety days and within that time the owner shall effect and complete the repairs and/or replacements. The Building Official may grant an extension to the rehabilitation building permit if the owner shows reason or cause for the requested extension and if the extension will more readily effect the repairs and/or replacements.
   (d)    Upon being served notice, the owner may, within fifteen days, make an application in writing or in person to the Building Official for a demolition permit to abate the nuisance completely by demolition and removal of the structure. The demolition permit shall be valid for thirty days, and within that time the owner shall completely demolish and remove the building. The Building Official may grant an extension to the demolition permit if the owner shows reason or cause for the requested extension.
