No person shall be permitted to move any building unless the Building Official determines that the work proposed to be done is in accordance with this chapter, with these Codified Ordinances and with all other ordinances of the City in force at the time of the moving of the building, that the bond and public liability insurance are furnished in accordance with Section 1311.04, that the necessary building permits for the new foundation and other building improvements for the building when located at the new site have been applied for and issued, and that the work proposed to be done will not be detrimental to public safety and welfare or damaging to public or private property.
