(a) It shall be the duty of the owner, occupant or person in charge of the premises to place or cause to be placed in the containers hereinbefore described any and all refuse created or accumulated on his premises or the premises under his control, and it shall be unlawful for any person’s refuse as hereinbefore described to be deposited on any public or private property other than that from which it accumulates.
Refuse may not be transported from one property to another for collection by the City, its authorized representative or any other permitted refuse hauler.
(b) Yard waste may not be disposed of with the refuse to be collected by the City or its agents.
Any yard waste that is to be removed from a property within the City is the responsibility of the owner and it must be disposed of at an approved site. The City will collect yard waste from a property at the owner’s request and at the rate established in Section 931.09 by the Director of Service. It is the responsibility of the owner to assume that the transportation of yard waste on City streets is done in a manner that will not cause a safety hazard to others or litter the public right-of-ways. Loads should be covered or tied to secure them in the vehicle.
