921.35 INSTALLATION OF WATER METERS.
   (a)   Users of City Water. If a lot, parcel of land, building or premises discharging sanitary sewage, industrial wastes, water or other liquids into the City's sewerage system, either directly or indirectly, is a user of water supplied by the City and the quantity of water used is not measured by a water meter or is measured by a water meter not acceptable to the City Manager, then, in each case, the owner or other interested party shall, at his or her own expense, install and maintain a water meter acceptable to the City Manager, and the quantity of water used, as measured by the meter, shall be used to determine the sewer charge or rental as provided in this chapter.
   (b)   Nonusers of City Water. Where premises are served by a private water supply, the installation of suitable metering, acceptable to the City Manager, shall be required, and charges shall be calculated in accordance with the schedule provided in Section 921.32 . Such meter shall be furnished by the City, and the cost of such meter, as well as installation and maintenance, shall be borne wholly by the owner.
   (c)   Part-Users of City Water. If a lot, parcel of land, building or premises discharging sanitary sewage, industrial wastes, water or other liquids into the City's sewerage system, either directly or indirectly, is a user of water supplied by the City, and, in addition, uses water from another source which is not measured by a water meter or is measured by a water meter not acceptable to the City Manager, then, in each such case, the owner or other interested party shall, at his or her expense, install and maintain water meters satisfactory to the City Manager on all supplies, and the quantity of water used to determine the sewer charge or rental shall be the sum of the quantities of water measured by such meters.
   (d)   Industrial Exemptions. If a lot, parcel of land, building or premises discharging sanitary sewage, industrial wastes, water or other liquids into the City's sewerage system, either directly or indirectly, is an industry and it can be shown, to the satisfaction of the City Manager, that a portion of the water, as measured by the water meter, does not and cannot enter the sewerage system, the City Manager may determine, in such manner and by such method as he or she may find practical, the percentage of metered water entering the sewerage system, and the quantity of water used to determine the sewer charge or rental shall be that percentage, so determined, of the quantity of water measured by the water meter.
