(a) Generally. Monthly charges for supplying sewer and sewage treatment service by the City are based on metered water consumption, regardless of the size of the meter. Billing for sewerage charges shall be rendered monthly along with water and refuse billing.
(b) Monthly Sewer Rates.

(c) Rates outside the City. Sewer rates outside the corporation limits of the City shall be 150 percent of the charges within the corporate limits set forth in subsection (b) hereof.
(d) Outside City Tap-ins. No sewer tap-ins outside the corporate limits of the City, other than those to which the City has previously committed itself, shall be granted until such time as the property owner executes a pre-annexation agreement with the City.
