Any person desiring to construct or alter any private driveway referred to in Section 907.01 shall make application for a permit therefor to the City Manager and shall pay a permit fee of five dollars ($5.00) therefor. No construction or work of any kind shall be done or permitted on such proposed driveway until and unless such permit is duly applied for and issued. Upon the receipt of such application upon the forms prescribed by the City Manager, if the same is found to be in accordance with the terms of this chapter and upon the payment of the permit fee, the City Manager shall issue such permit, subject to the conditions and terms of this chapter.
