No person shall repair or construct any sidewalk within the City without having first obtained a permit therefor. Applications for such permits shall be made in writing to the Director of Service. The fee for such permit shall be two dollars ($2.00) for each job involving less than fifty linear feet of sidewalk, curb or gutter, and five dollars ($5.00) for each job involving fifty or more linear feet.
