(a) All expenses incurred by the City for curbs, gutters and sidewalks which are repaired, replaced or constructed will be billed to the property owner within thirty days of completion of the work. In addition to the cost of construction, a penalty of not more than fifteen cents (15¢) per square foot of sidewalk and linear foot of curb and gutter will be added to the construction costs for administrative expenses incurred by the City. The owner may elect to reimburse the City in one of the following ways:
(1) The owner may elect to pay the entire amount due within thirty days, with no interest charged.
(2) The owner may elect to pay the amount due in monthly installments over a twelve-month period at an interest rate of five percent.
(3) The owner may elect to have the amount of the bill assessed on his or her property taxes over a period of two years, with any costs for such assessment to be borne by the property owner.
(b) The property owner must notify the City within five days after completion of the work abutting his or her property as to how payment will be made to the City. Failure to notify the City within this time period will result in assessment procedures being instituted by the City for collection by the County Auditor on the next two tax statements.
