905.03 NOTICE.
   During March of each year the Director of Service shall supply Council, for its review, a list of proposed curb, gutter and/or sidewalk repairs, replacements or construction, together with the names of the abutting property owners. Council may then enact a resolution stating the necessity of such repairs, replacements and construction. All affected owners will then be notified by registered mail of the City's requirements. If the City is unable to determine the ownership of any abutting property or is unable to contact an owner by mail, the City Manager shall advertise the affected property in a local newspaper for one week. Notification to the owners shall include a description of the curb, gutter and sidewalk involved, together with specifications, permit requirements and an explanation of the possible penalties for noncompliance.
