No person shall use any street, sidewalk or other public place as a place for the display or sale of goods or merchandise of any kind, except that in the business district new merchandise for sale may be displayed on the public sidewalk within two feet of a business building during normal business hours if the merchant certifies to the City Manager his ability to save the City harmless for damage or injury resulting from such display of merchandise.
