1428.04 PLUMBING INSPECTOR.
   (a)   There is hereby created the position of Plumbing Inspector. The Plumbing Inspector shall be appointed by the City Manager. The Plumbing Inspector shall be a part-time employee of the City, and the Plumbing Inspector shall maintain public office hours necessary to administer the provisions of this section. The Plumbing Inspector must hold a current and valid certificate as a licensed plumber of the State of Ohio. In the event no qualified individuals are available for this position, the City Manager is authorized to contract with the Columbiana County Health Department to provide plumbing inspection services.
   (b)   The Plumbing Inspector shall not be directly or indirectly interested in the plumbing business within the City of East Palestine in any way, and shall not be directly or indirectly interested in the ownership of any plumbing contractor business, plumbing supply business, plumbing material business, or insurance business dealing with plumbing contractors, which does business within the City of East Palestine.
   (c)   It shall be the duty of the Plumbing Inspector to see to the enforcement of all provisions of the ordinances relating to plumbing and plumbing equipment; and to make such inspections and perform such tests as may be necessary in the enforcement of such ordinances.
   (d)   The Plumbing Inspector shall have the power to order work stopped on the construction, alteration or repair of plumbing equipment when such work is being done in violation of any ordinance. Work shall not be resumed after the issuance of such a stop order except on written permission of the Plumbing Inspector; provided that if the stop order is an oral one it shall be followed by a written stop order within one hour.
   (e)   The City Manager shall establish a fee schedule for the services of the Plumbing Inspector, and the Plumbing Inspector shall be paid out of the fees collected. The Plumbing Inspector shall keep a permanent, accurate account of all fees for permits issued and other monies collected and received as provided by ordinance, the names of the persons upon whose account the same were paid, the date and amount thereof, together with location and premises to which they were made. The City shall receive 100 percent of the fees collected by the Plumbing Inspector.
