1068.05   REGULATIONS.
   (a)   Visitation at the Cemetery shall be permitted from dawn until dusk, observing the rules that may be adopted for regulation of visitors.
   (b)   Burials will be conducted Monday through Friday until 3:00 p.m. and on Saturday until 12:00 p.m. Burials at other hours and on holidays must be approved in advance by the Director of Public Service.
   (c)   All foundations will be installed by the marker or monument company or other entity approved by the Director of Public Service. Foundations shall be installed in accordance with specifications approved in advance by the Director of Public Service and shall be inspected by the Director of Public Service or his or her designee.
   (d)   Lot owners shall not allow interments to be made in their lots for a remuneration, nor shall any transfer or assignment of the use of any lot, or of any interest therein, be valid except transfers to the City in the form of a deed of reconveyance for the purpose therein mentioned.
   (e)   No disinterment shall be allowed unless it is approved by the Director of Public Service upon written order of the owner or owners of the lot in use. In every case, disinterment may only be made by the Director of Public Service or his or her designee.
   (f)   Lot enclosures of any kind are prohibited.
   (g)   All cornerstones shall be set flush with the sod.
   (h)   In all sections of the Cemetery previously established by the Glenview Cemetery Association, the rules and regulations established by said Association regarding the permitted types of markers or monuments shall remain in effect (e.g. flat markers only).
   (i)   In new sections of the Cemetery established by the City, lot owners shall have the right to erect any proper stones, monuments or sepulchral structures thereon, except that headstones shall not exceed seventy percent of the lot and/or grave in approved areas, and all monuments, and all parts of vaults above ground, shall be of granite, rock or chiseled finish. No metallic monuments or grave markers of any shape, in metal, will be allowed upon lots in the Cemetery, except pure bronze statuary on stone pedestals. In the latter case, the plans and specifications must be first submitted to the Director of Public Service for his or her approval. No trees within the lot or border shall be cut down or destroyed without the consent of the City. Foot stones will be permitted flush to ground mount only. Nothing in this subsection shall limit the authority of the City Manager to establish rules for new sections that limit the types of markers or monuments (e.g. flat markers only; cremated remains only).
   (j)   If any trees or shrubs situated in any lot shall, by means of their roots and branches, become detrimental to the adjacent lots or avenue, unsightly or inconvenient to passengers, it shall be the duty of the City to remove said trees and shrubs or such parts thereof as the City shall determine to be detrimental, unsightly or inconvenient, and the City shall have the right to enter any lot in order to effect such removal.
   (k)   If any monument, effigy or enclosure, or any structure whatsoever, or any inscription, be placed in or upon any lot which shall be determined by the City to be offensive, improper or injurious to the appearance of the surrounding lots or grounds, the City shall have the right, and it shall be its duty, to enter upon such lot and remove the said offensive or improper object.
   (l)   No sign indicating that a lot or vault is for sale will be permitted on the grounds.
   (m)   No grave will be opened without an order in writing from the lot owner. Orders for interment must be received twenty-four hours prior to interment, and the following information furnished:
      (1)   The name and age of the deceased;
      (2)   The lot, section and block number;
      (3)   The name of the owner of the interment space;
      (4)   The name of the funeral director;
      (5)   The exact size of the burial container;
      (6)   The date of interment and the time of arrival at the Cemetery; and
      (7)   The name and address of the next of kin.
   Exceptions to this rule will be made only when so ordered by the Director of Public Service.
   (n)   Only one interment shall be permitted in each grave or crypt, except in the case of a mother and an infant child or of twin children under ten years of age buried at the same time. Two or more interments of cremated remains will be allowed together, but no more than three interments will be permitted per lot.
   (o)   The scattering of cremated remains over the Cemetery or over a specific lot is not permitted.
   (p)   The entrance to every lot must at all times remain unobstructed.
   (q)   No entrance sills or enclosures of any kind, including, without limitation, beds of stone, concrete, metal or plastic hedges, shrubs, posts, bars, chains and rails, shall be permitted on graves or plots. Grave mounds will not be allowed and no lot shall be raised above the established grade. No shells, stones, pebbles, etc., may be used to decorate graves or plots.
   (r)   Spring and summer arrangements will be permitted on graves from April 1 through October 15, and fall and winter arrangements will be permitted from November 1 through March 15.
